The Villageway Story
In the early 1960s, an industry was created that revolutionized the world of home ownership in Southern California, and Orange County became the area most associated with this phenomena. Out of the desire for a quality lifestyle, recreational amenities and investment security, the community association, or as it more commonly known, the common interest development, was born. Purchasing a home in a community association requires each owner to comply with the provisions encompassed in documents known as Covenants, Conditions & Restrictions; By-Laws and Articles of Incorporation.
In 1969, founder, John C. Kubas, saw opportunity in the fledgling field of community association management and out of that vision he pursued his desire to become an integral part of the development of this new industry. The original small business was known as Kubas Recreational Services until the firm was reorganized and incorporated in 1974 under the name of Villageway Management, Inc. (inspired by the Irvine company’s original planned concept, the “villages” of Irvine).
At its inception, the business provided property management to more than 500 homes in the Harbor View Community Association in Newport Beach. Their property management was enhanced by a myriad of additional services such as life guarding, pool maintenance, janitorial and a summer recreation program offering swim lessons to members of the Association.
Janet Jensen-Walley was one of the first employees of the firm in 1970 and was named as President of Villageway in 1996 and continues to oversee the day-to-day operation of all divisions of the company.
From its simple beginnings, Kubas and Walley directed Villageway’s growth to its present account list of over 80 associations, which are serviced by more than 60 employees. Its employees blend a wide range of experience and expertise into a strong, efficient team of professionals. Over 12,000 owners who live or work in Villageway-managed properties are accustomed to a high level of service. Villageway’s ability to provide this service comes from the staff members’ pride in their knowledge and ability to solve problems quickly and efficiently, using a team approach for the greatest results. Teamwork is the watchword at Villageway. When an Association retains the services of Villageway Management, not only do they have a property manager working for them, they also have a team of individuals dealing directly with the day-to-day activity of the association.
Management of a common interest development can best be described as a City Council/City Manager concept of government. As an Association Manager, Villageway assumes numerous responsibilities similar to a City Manager and staff. Each Association consists of elected Board members who establish policy. It is Villageway’s responsibility to carry out these policies and take care of the day-to-day operations of the Association. The services offered by Villageway include complete property management, which encompasses the administration of vendors and subcontractors, the payment of all invoices, the billing and processing of homeowners’ assessments, customer service requests from residents and enforcement of each association’s rules and regulations. They conduct regular inspections of all common area and facilities, obtain bids, provide fiscal and
accounting services including budget preparation and monthly financial reporting. They also advise and counsel the Board of Directors, attend meetings to record proceedings, prepare and distribute all required notifications to owners and are available 24-hours-a-day, 365 days a year to respond to the emergency needs of the Associations they manage.
Because of his experience within the association management field and his background in education, Kubas was instrumental in forming and participating in organizations that educate and regulate association managers. Kubas was one of the founding members of the California Association of Community Managers, CACM, which was established in the State of California in 1991. Villageway staff members support their industry by serving on the various committees of both CACM and CAI and use their sponsored educational classes to enhance their abilities as property managers.
The property management field has become more involved and complicated over the years. New legislation continues to place additional responsibilities on homeowner associations. Top management at Villageway work closely with their staff to make sure that they have a thorough knowledge of all in-house procedures, the California Civil Code, Corporations Code and all other aspects of property management. In addition, Villageway holds periodic workshops for its Board Members to keep everyone current on topics affecting homeowner associations.
